During 1990 and 1991, Herzberg applied for promotion to full professor. His was a very
difficult case for the committee, as his application was largely based on teaching and service and little on research. After a year of waiting for the committee to act, Herzberg became so frustrated that he withdrew his application, despite the urging of several people at the decanal level and in other departments to persevere.
