The IBR was founded in the late 1960s and Herzberg was the first director of data
analysis. The institute created a national survey and Herzberg wrote computer programs
based on the survey design created by Ivan Fellegi of Statistics Canada.

Series consists of bulletins and research reports written by Herzberg. The files also contain correspondence with Fellegi, who subsequently became the Chief Statistician of Canada.
