Biographical Sketch/ Administrative History: | Robert MacLaren Fowler (1906-1980), barrister and corporate director, served as a member of staff on the Rowell-Sirois Commission on Dominion-Provincial Relations, 1937-1939. He practised law in Toronto and Ottawa (McCarthy & McCarthy; Gowling, Henderson), served as president of the Canadian Pulp and Paper Industry (1945-1972), and chaired the Executive Committee of the C.D. Howe Institute. |
Scope and Content: |
The fonds consists records of R.M. Fowler, including reports, correspondence, transcripts of hearing and related material from the Royal Commission on Dominion-Provincial Relations (Rowell-Sirois). This includes summary of the hearings (1937-1940), and transcripts of private sittings with the Manitoba and New Brunswick delegations (1938). In addition, there is material from Commission staff in the form of memoranda (1937-1938), precis of discussions (1938-1939), bibliographies and Orders-in-Council, tax forms and notes and estimates relating to unemployment in Canada (1938-1939). There are also copies of several reports issued by the Commission on the taxing power in Canada, debt adjustment, excise duties, and studies of federal systems in other countries. |
